Ray Mayer - Second Vice Chair
A graduate of the Citadel in Charleston, Ray served as a Captain in the US Army. Ray practiced in both civil and criminal law, ultimately retiring from the State of Georgia as a prosecutor. Ray’s post-retirement employment included as an Assistant District Attorney in Rabun County.
Ray has built relationships with leaders in the Rabun community in law enforcement, judicial officers and our Republican neighbors. Ray is optimistic he can promote the Dems, engage in PR activities, help recruit locally, and have a good time (he says we are fun)!
In addition to spending time with his wife Julie and his three stepchildren and 5 grandchildren, Ray is an active member (and Past Master) of Rabun Gap Masonic Lodge.
Matt Price - Secretary
Matt and his wife Lynda Ann are the proprietors of Highroads Tasting Room in downtown Clayton. Matt brings his passion to work with others and his positive attitude toward motivating political involvement in the RCD, especially at this time. He is looking forward to attending the general and County Committee meetings.
Matt describes himself as a “bridge” helping to bring both young and older citizens into involved political activity. He comes to Rabun County from three decades of working as a compassionate social ministry leader in south Texas working with marginalized groups and mentoring pastors, served as professor at a Christian liberal arts university in Ohio, and spent several years developing leaders and an educational training program across west Africa. He currently serves as a lay leader at St James Episcopal and volunteers with the AT Community shuttle sponsored by Outdoor 76.
Originally from Ohio, Matt's children were born in Kansas City. Parker works with an immigrant relocation service in Columbus, Ohio, and Payton is a graduate teaching assistant at Duke Divinity School in Durham, NC. Lynda Ann grew up in Rabun County, returned to raise her two children, Aidan who just finished a stint in the Marine Corps, and Brendan, who is a student at UNC-Wilmington. Matt and Lynda Ann both love Rabun County and want to serve the community and make it a better world for everyone...no exceptions.
Kim Spears - Treasurer
Clayton resident Kim Spears served eight years in the US Marine Corps as an aviation electronics technician prior to her corporate career. She then worked in the oil and gas industry for 26+ years as a front-line operations manager and then in technology project and program management.
Kim applied the experience she gained in these roles to lead large cross-functional teams, always ensuring strong financial performance. She obtained her bachelor’s degree in information systems while working full-time.
Kim fell in love with Rabun 10 plus years ago when she regularly visited her Rabun friends. When Kim retired in 2024, she relocated full-time here from Atlanta. Many of us already know Kim from as she has helped us at several RCD events, including the Blue BBQ's.
An outdoor enthusiast, Kim now spends many days “jeeping” with her dog Shay, always on the lookout for new adventures in these beautiful mountains.
